Release of Jelix 1.7.0

Few years after 1.6, Jelix 1.7.0 is available. Many improvements have been made!
- integration with Composer
- Modules can be installed with Composer
- New arrangement of configuration files, to ease deployment
- new installation system, which allow to provide scripts in module to configure them
- Routing component has been reworked, to support only an improved "significant" url engine
- New way to declare web assets (css, js files..), to ease the replacement of css/JS files provided by a module
- Command line script provided by modules can be written with Symfony Console
- Support of prepared request in jDb
- Migration script to ease the migration from 1.6
- And many more improvements
